If she did not support the encampment as of last Thursday, then Schaaf's speech was definitely not clear at all. After rewatching it, I don't see how a reasonable viewer could have drawn any other conclusion.

One thing that Schaaf was unequivocal about in her speech was that she did support the day-long shutdown of downtown which disrupted transportation for tens of thousands of people, forced local businesses to close out of fears for safety of their employees, deprived people of childcare and wages, and denied the public access to city services. She specifically referred to it as "beautiful and powerful." So while it is nice to hear that Schaaf doesn't want the encampment to stay permanently, I still think it is worth asking how she justifies her support for the strike, which was just as damaging to downtown Oakland, if not more so, than the camp.

Okay. So, police funding is actually down around $32 million from 2008/09. And I happen to know that the City doesn't actually "budget" for police academies, so add another $8-10 million to that number, and police funding is probably down closer to around $40 million from its peak. That's quite a bundle. But I completely agree that overall compensation packages to police officers are excessive and need to be rengotiated to more reasonable levels.
